The Senat of AMTAP

The Senate is the supreme governing authority of the Academy of Music, Theatre and Fine Arts in Moldova. It guarantees academic freedom and university autonomy, represents the university community, and is the highest body for decision-making and deliberation at the university level.

The Senate monitors, under the conditions established by current legislation and the AMTAP Charter, the activities of the executive leadership, carried out by the Rector and the Board of Directors.

The Senate’s resolutions, adopted with the necessary number of votes on the issues examined, are binding for all subdivisions of the Academy and for all members of the academic community.

The Senate has the right to bring to debate any issue concerning the study process, scientific research, or artistic activity, as well as matters related to the social-economic activity of the Academy.

The Senate is composed of scientific-didactic and non-didactic staff, students, and representatives of trade union bodies. Senate members are elected at the general meeting of the faculty’s teaching staff by secret ballot.

The Senate’s term of office is five years, synchronized with the rector’s term of office. The Senate operates on the basis of an Activity Program prepared and approved annually by the Senate.

The composition of the Senate for the 2021-2026 legislature was elected in accordance with the Framework Regulation on the organization and functioning of the governing bodies of higher education institutions in the Republic of Moldova, implemented by Order of the Ministry of Education no. 10 of 14.01.2015.

The President of the AMTAP Senate is the Academy’s Rector – Victoria Melnic, PhD, University Professor, Master of Arts.

The Scientific Secretary of the AMTAP Senate is Marica Dumitrașco, PhD, Associate Professor (Research).;

THE AMTAP SENATE HAS THE FOLLOWING COMPETENCIES AND ATTRIBUTIONS: 

• Ensure compliance with the principle of academic freedom and university autonomy.
• Examine issues of strategy, conception, and development of the Academy.
• Examine key questions concerning the teaching, scientific research, and creative activities.
• Develop and approve the University Charter. Approve internal normative acts: the Senate Regulation, the Regulation of the Council for Institutional Strategic Development, the Regulation of the Scientific Council, the Regulation of the Board of Directors, the Regulation on admission to studies, the AMTAP Code of Ethics and Deontology, the regulations of the faculties, academic departments, departments, as well as other internal regulatory acts.
• Approve the Institutional Strategic Development Plan.
• Approve the institution’s budget.
• Develop and approve methodologies and regulations for organizing activities and academic professional training programs (undergraduate, master’s, and doctoral curricula and any modifications thereto, discipline curricula, etc.), for research, for scientific-methodological activity and artistic creation, and for quality assurance.
• Approve programs for postgraduate postdoctoral studies.
• Develop and approve methodologies and regulations for recruitment, hiring, and evaluation of teaching staff.
• Approve the organizational and functional structure of the institution, establishment, reorganization, and dissolution of AMTAP structural subdivisions.
• Develop and approve the Regulation on the method of electing the AMTAP Rector, based on the framework regulation approved by the Ministry of Education and Research.
• Confirm, without the right to modify, the list of members of the Council for Institutional Strategic Development.
• Confer the title of Doctor Honoris Causa.
• Submit nominations for the conferment of honorary titles and state decorations.
• Organize and run competitions for filling vacant scientific-teaching, scientific, and managerial positions.
• Present candidates for the conferment of scientific and scientific-teaching titles (university professor, university associate professor), in accordance with current legislation.
• Approve and recommend to the competent public authority the composition of specialized scientific councils to support doctoral and habilitation theses.
• Establish specialized scientific councils, designate members of profile seminaries and/or members of problem commissions for accredited specialties and their leaders, who will be responsible for evaluating doctoral and habilitation theses.
• Propose nominations for habilitation with the right to supervise doctoral studies.
• Confirm or change, at the proposal of doctoral schools, the supervisors (consultants) of doctoral theses and approve/modify doctoral thesis topics.
• Approve the Regulation for awarding scholarships to AMTAP students. Approve the list of students proposed for merit-based scholarships.
• Approve the signing of inter-university cooperation contracts and initiate international relations in scientific, artistic, didactic, etc., fields.
• Approve AMTAP’s affiliation with national and international academic and professional bodies.
• Annually examine and approve the rector’s report on the activity of the higher education institution.
• Approve the reports of the scientific-didactic subdivisions, the Scientific Council, and the Board of Directors, the results of admissions and licentiate and master’s examinations.
• Approve the timetable of the study process for all cycles of study.
• Examine fundamental issues relating to the economic and social development of AMTAP, as well as the use of funds.
• Approve the reports of the respective subdivisions on the structure and execution of the budget, on the ways of obtaining additional revenue, etc.
• Propose to the Ministry of Culture and the Ministry of Education and Research strategies for the development and reform of the national higher education system in the field of culture and arts within the context of integration into the European space of higher education and research.
• Support, by issuing the corresponding opinion, and propose for approval to the Council for Institutional Strategic Development decisions regarding:

1. the development and consolidation of AMTAP’s patrimony;
2. the initiation and closure of study programs;
3. tuition and housing fees;
4. the salary and incentive methodology for AMTAP staff;
5. approval of the Regulation for awarding prizes to university staff for teaching and scientific activity;
6. entrepreneurship activities, public-private partnerships, and AMTAP cooperation with the artistic sector and the business environment;
7. engagement in consortia and the merger of AMTAP with other higher education institutions.
